If you run outbound calling in the UK, the TPS and CTPS registers are the do-not-call lists, and calling a listed number without consent is a PECR breach. The ICO fines for it: last month a Glasgow energy firm was fined £160,000 for 700,000 calls to listed numbers, and the root cause in the ICO's own findings was that they bought calling data and never checked it had been screened.
