I thought it actually meant you could setup your own cloud to try things out.
When I worked as an enterprise Software Engineer I never had the opportunity to actually use the a lot of the tools that I would need to "advance" my career. Now that I foot the bill I can do whatever I like and I am significantly more marketable.
