I am a consultant in Oracle ERP Cloud domain for last 12 years. I noticed Oracle ERP jobs console is quite broken. Users cannot have a collaborative notification, only user who submits a job can see it's notification. Also emails you miss out and even emails have cryptic information on error. To resolve user needs to open Oracle Cloud ERP, Fetch logs and understand issue by googling the error.
