Paste a sitemap.xml and the Sitemap URL Extractor gives you a clean list of every URL, with optional last-modified dates as CSV. It reads sitemap index files too, filters by path (for example only /blog/), removes duplicates and decodes XML entities.
Everything runs in your browser: nothing is uploaded and there is no signup. It does not fetch a sitemap from a URL, because browsers block that for most sites, so you paste the contents. Compressed .xml.gz files need unzipping first.
